try gimp/ gimpshop...free, uses layers, but no actions.

Anthony, I've seen the reviews and comparisons. I think GIMP has a lot to offer in terms of basics, but it's not as user-friendly. What would you want for nothing? I'd look at GIMP, but one learning curve for each type of software is all I can handle. I've invested a bit of time learning and using Elements 5, so at $75 with some improvements (including compatible with Lightshop and Noise Ninja), it's really quite a bargain. Next stop...Lightroom 2, and Smugmug, of course.

I pre-ordered PSE-7 about a week ago.  I was contemplating CS3 or Elements, and asked the rep if a new Photoshop was coming out anytime soon, and he wasn't convincing in saying that there wasn't, and I could always get the upgrade.  Glad I didn't go the CS3 route.

Why get it if Lightroom can handle what elements does?  I am curious because I have CS3, I only use it for a fred miranda plugin, but other than that I do light editing in acdsee pro.
I guess I just answered my own question.
